The Environmental Protection Agency (EPA) Region 2 is soliciting applications for the Fiscal Year 2025 Wetland Program Development Grants (WPDGs). These grants aim to assist state, Tribal, territory, and local government agencies, as well as interstate or intertribal entities, in developing or enhancing their wetland protection, management, and restoration programs. The overarching goals are to increase the quantity and quality of wetlands nationwide by conserving and restoring wetland acreage and improving wetland conditions. Two tracks are available for eligible applicants: Track One (WPP) for states, Tribes, and territories focusing on developing or updating a Wetland Program Plan or carrying out actions from an approved plan, and Track Two (Non-WPP) for states, Tribes, territories, local governments, interstate agencies, intertribal consortia, and universities that are agencies of a state. Track Two applicants will focus on developing or refining programs using actions from the Core Element Framework or advancing actions from an EPA-approved Wetland Program Plan. Funding is anticipated to be up to $1,730,000, with an estimated six to eight awards. Individual awards are expected to range from $300,000 (Award Ceiling) and have a project period of one to four, but not more than five years. A cost share of at least 25 percent of the total project cost is required, though certain conditions may waive this requirement for Insular Area applicants or for Tribes/intertribal consortia participating in a Performance Partnership Grant (PPG).
