The 42d Contracting Squadron, Maxwell AFB, AL, is seeking information from qualified sources capable of modernizing, sustaining, and supporting the Air University (AU) Student Information System (SIS). This effort includes establishing a robust IT governance framework based on ITIL best practices, providing transformation and operational support, delivering technical maintenance for the SAP Student Lifecycle Management (SLcM) system, developing and executing a comprehensive training plan, and furnishing detailed reporting. The scope of work encompasses establishing a mature and stable application and database infrastructure, improving user processes through a modern interface, providing Tier II and III support services, and enabling continuous capability development and integration. Key tasks include change management, configuration management, incident management, problem management, service level management, and knowledge management. The contractor will be responsible for providing transformation planning, developing a modernization roadmap, and offering operational support for the SIS, including troubleshooting and managing SAP solution enhancements. Technical support will involve maintaining the SAP solution, the hosting environment (Cloud One/AWS), and integrations. A comprehensive training plan will be developed to meet academic business needs, with initial and refresher training sessions offered quarterly. Performance and system reporting will be required, detailing service metrics and technical system performance. The modernized system must comply with DoD, USAF, and Cloud One standards, be architected for high availability and disaster recovery, and utilize SAP S/4HANA with a Fiori Launchpad architecture. All infrastructure must be managed as code (IaC) and supported via a DevSecOps CI/CD pipeline. Security requirements include least-privilege access control, encryption at rest and in transit, and continuous monitoring.
