Creation of Music Video for Freedom 250 Initiative

The U.S. Embassy in Kuala Lumpur is seeking a production partner to create a collaborative music video to commemorate the 250th anniversary of American independence and promote the "Freedom 250" initiative. The project aims to celebrate shared values and foster cultural exchange. The scope of services includes pre-production activities such as identifying Malaysian singers, selecting and licensing a song, developing a creative concept and storyboard, and coordinating recording sessions. Production involves recording audio and video performances with high production values, including professional mixing and mastering. Post-production includes editing the final video, incorporating branding elements, and revising based on feedback. The partner must also ensure all necessary music, image, and performance rights are secured for global distribution and indefinite use by the U.S. Embassy, complying with all relevant laws. Deliverables include the final music video in various formats, a licensed audio track, documentation of secured rights, a promotional plan, and a project report. The performance period is set to begin in May 2026. The U.S. Embassy will retain ownership of all produced materials for future use. Proposals must include company qualifications, any subcontracted work, and a detailed budget not exceeding MYR 117,000, with all bids stated in Malaysian Ringgit. The quotation must be valid for 60 calendar days.
