Water and Wastewater Utility Services for NIST Gaithersburg Campus

The Department of Commerce, National Institute of Standards and Technology (NIST), on behalf of the Office of Facilities and Property Management (OFPM), intends to contract on a sole source basis with Washington Suburban Sanitary Commission (WSSC) to provide essential water and wastewater utility services for the NIST campus in Gaithersburg, Maryland. WSSC is identified as the sole provider of these services within Montgomery County, which serves the Gaithersburg area. NIST has an ongoing and critical need for these services to support the daily operations of the campus. The contract will ensure uninterruptible daily service, 365 days a year, and will require the contractor to maintain and operate all associated pipelines and equipment in compliance with federal, state, county, and local regulations for safe and sanitary services. Pricing will be based on WSSC's annually published rates at the time of invoicing, with an estimated total contract value of $4,110,409 for the period of May 1, 2026, through April 30, 2027.
