Operation and Rehabilitation of Historic Facilities at Saratoga Spa State Park

The New York State Office of Parks, Recreation, and Historic Preservation (State Parks) is soliciting expressions of interest and ideas for the financially sustainable use, rehabilitation, and/or adaptive reuse of several historic facilities within Saratoga Spa State Park. These facilities include the Gideon Putnam Hotel & Conference Center, Roosevelt I Baths & Spa, Roosevelt II Bathhouse, and the Washington Bathhouse. This Request for Expressions of Interest (RFEI) aims to gather innovative private sector proposals that will inform State Parks' decision-making for a future procurement or partnering process. The goal is to identify feasible ideas for self-sustaining operations that align with the park's recreational, preservation, and community service missions. Responses may consider one or multiple venues, and ideas that combine potential funding sources for capital improvements and programs are welcome. The historic facilities are all listed on the National Register of Historic Places and are part of a National Historic Landmark. This status offers potential financial incentives through historic rehabilitation tax credit programs. The RFEI outlines the current condition of the facilities, recent capital renovations, and business considerations for potential partners, emphasizing the need for proposals that protect the historic value of the property while fostering mutually beneficial public/private partnerships.
