Personal Hygiene and Grooming Products

The Texas Statewide Procurement Division (SPD) is soliciting sealed responses for a variety of personal hygiene and grooming products. A significant portion of these items will be for resale within the Texas Department of Criminal Justice (TDCJ) Prison Commissaries Division. Maintaining adequate inventory levels in TDCJ warehouses is critical for the success of this resale operation. The solicitation includes a range of products such as antifungal powder, shaving cream, hair brushes, bar soap, panty liners, sanitary napkins, and tampons. Specific product requirements, including dimensions, ingredients, packaging, and referenced manufacturers, are detailed in Attachment F. Respondents are required to submit samples of offered products with their responses for evaluation. The contract term is set to begin on the effective date of the Notice of Award and will automatically expire on August 31, 2027, with two one-year renewal options available at the discretion of CPA. Pricing must be firm, all-inclusive, and include statewide delivery (FOB Destination). Price adjustments may be considered post-initial term based on manufacturer list price increases, provided acceptable documentation is submitted.
