St. Paul Campus Housing Development Information Request

The University of Minnesota is requesting information from interested parties for consideration of future housing development options on its St. Paul campus. This Request for Information (RFI) aims to gather insights on potential housing strategies, financial models, and partnership structures. The project seeks to replace the current 500-bed Bailey Hall with new housing, targeting first and second-year undergraduate students, upper-division students, and potentially graduate students, faculty, and staff. The desired housing scope includes traditional apartments or communal living configurations, with a target range of 100-500 beds, predominantly single occupancy with private bathrooms where possible. Key principles for development include minimizing impact on the University's balance sheet, advancing Public-Private Partnerships (P3), and defining the University's operational role. Sustainability, including SB2030 compliance and Climate Net Zero, is a significant consideration. Developers are asked to provide cost per bed based on University Standards/Minnesota Prevailing Wage and Industry Standard Cost Equivalent, and to outline potential funding models and their experience with P3 structures.
