San Diego Metropolitan Transit System Purchasing
The San Diego Metropolitan Transit System (MTS) is seeking a contractor to conduct a comprehensive transit study for the Otay Mesa community. This study aims to determine the area's transit needs and recommend necessary adjustments to the transit network and infrastructure. The contract period is scheduled from October 1, 2026, through February 28, 2028. The Otay Mesa community, located just north of the U.S.-Mexico border, has experienced significant growth that has outpaced its transit funding. Upcoming infrastructure developments in the area, such as the Otay Mesa East Port of Entry, road extensions, and upgrades near the Cross Border Express (CBX), further highlight the need for improved transit service. Key areas and trip generators currently lacking adequate transit include Amazon, CBX, North Island Credit Union Amphitheatre/Sesame Place, and the Ocean View Hills community. The contractor will be responsible for developing recommendations to enhance the transit network between the UCSD Blue Line Trolley and the future Otay Mesa East Port of Entry. This includes identifying optimal transit routes, stops, and service spans/frequencies, as well as proposing the necessary resources (costs, vehicles, staffing) for the recommended services. Consideration should also be given to transit priority measures like bus lanes, queue jumps, and transit signal priority.
