Investment Management Services for the State of Delaware

The Office of the State Treasurer (OST), on behalf of the Cash Management Policy Board, is seeking proposals from qualified firms to provide investment management services for the State of Delaware's $6.2 billion fixed-asset portfolio. The selected firms will collectively manage the portfolio in accordance with approved investment objectives and guidelines, focusing on safety, liquidity, and yield. The scope of services includes providing fixed-income investment management, comprehensive reporting, and participating in periodic meetings with OST and the Board. Vendors must demonstrate at least five years of continuous experience, a minimum of $500 million in assets under management as of December 31, 2025, and experience with government entities. A mandatory requirement is the full population of the Nasdaq eVestment database with the firm's and product's information.
