Professional Planning and Zoning Consulting Services for Land Development Code Modernization
2026 LMIG Project
Burke County is requesting Statements of Qualifications from qualified planning and zoning consultants to comprehensively review, reorganize, modernize, and rewrite the County's existing Land Development Code. The scope of work includes auditing the current code, modernizing zoning districts and permitted uses, revising development standards, drafting improved administrative procedures, enhancing organization and readability, coordinating with county staff and legal counsel, facilitating stakeholder meetings, and preparing adoption-ready code documents. The proposal should include a coversheet, a narrative of the firm's experience with similar projects (completed within the last five years), details on the proposed project team with resumes, at least three references, and any other supporting data. The entire Statement of Qualifications should not exceed fifteen pages, excluding the cover letter. Selection criteria will include the qualifications of the firm and its personnel, overall qualifications of the project managers and team, experience with Georgia-based planning and zoning regulations, response capability and project understanding, and the clarity and organization of the proposal. Firms are prohibited from contacting county officials or employees during the process. All questions must be submitted in writing or by email to Scott Lee no later than one week prior to the proposal submittal due date.
