Barge Mooring Facility Construction Project

The City of Tuscaloosa is soliciting bids for the construction of a new barge mooring facility along the Black Warrior River. This project involves the creation of a mooring facility with tri-tube mooring dolphins. The estimated cost for this project falls within the range of $3,000,000 to $3,300,000. The entire project is to be completed within 180 calendar days, allocated as 120 days for procurement and 60 days for construction. Bids are due by 10:00 AM on Tuesday, May 5, 2026, and will be publicly opened at that time. A cashier's check or bid bond for 5% of the bid amount, with a maximum of $10,000.00 payable to the City of Tuscaloosa, is required with each bid. While contractor licensing is not required to bid, proof of all applicable licenses must be provided prior to contract award. Proof of insurance coverages will also be required for the contractor and any subcontractors before work commences. The contractor must perform at least 30% of the total contract cost with their own organization. Contractor prequalification is not required, but bidders must not be disqualified by the Alabama Department of Transportation (ALDOT) or be affiliated with any entity currently disqualified by ALDOT. Bid documents, including plans and proposals, are available for a refundable deposit of $250.00 (payable to TTL, Inc.) at 3200 Rice Mine Road NE, Tuscaloosa, Alabama, 35406. Digital PDF versions are available via email from Chris Crawford (ccrawford@ttlusa.com) without a deposit. Bid documents will not be distributed within 24 hours of the bid opening. This is a federally funded project subject to the Contract Work Hours and Safety Standards Act. Minority Business Enterprise (MBE) and Disadvantaged Business Enterprise (DBE) participation is encouraged, though no specific goals have been established. Minimum wage rates are set by the Secretary of Labor. All bidders must comply with Title VI of the Civil Rights Act of 1964 and related regulations, ensuring full opportunity for MBEs and prohibiting discrimination.
