Description

This Performance Work Statement (PWS) outlines the requirements for repairing and replacing traffic light controls and cameras at the intersections of Arnold Drive at Cannon East and Arnold Drive at Cannon West on Little Rock AFB, AR 72099. The contractor will be responsible for providing all necessary personnel, labor, transportation, tools, equipment, and materials to complete the work. The project includes training for Civil Engineering (CE) personnel on system programming, use, and maintenance. All work must adhere to Federal, State, and local regulations, as well as the Manual on Uniform Traffic Control Devices (MUTCD). The scope of work includes the installation of a fully operational traffic signal with camera control at each intersection. Specific components required include the Currux All Weather Vision System or an equal system, featuring advanced traffic analytics and an Axis M4318-PIVE Fixed Dome Camera. The contractor must ensure all components are properly grounded and prepared for various weather conditions, and the system must be capable of detecting and actuating based on vehicle class, buses, cars, pedestrians, and bikes. If an 'equal' system is proposed, it must be compatible with existing controls, similar in design, capable of closed-loop operation, and easily programmable by trained technicians. The contractor is responsible for all necessary materials, including wiring, connectors, and brackets. Training on the programming, use, repair, and maintenance of the new system will be provided to government personnel. The contractor must also provide parts order/delivery information within 10 days of contract award and complete all work within 30 days of material arrival. A final walkthrough with a government representative is required before system acceptance. All contractor personnel entering Little Rock AFB must possess a REAL ID or a US Government Passport.
