The Military Sealift Command (MSC) is conducting market research to determine the price and availability of U.S. or foreign flag, self-sustaining vessels capable of loading, transporting, and discharging two Ancillary Surface Crafts (ASC). The ASCs each displace 500 tons and have specific dimensions (150' length, 31.4' beam, 36' height). The loading port is Mobile, Alabama, with an Available Load Date (ALD) of November 15, 2026. The discharging port is Okinawa, Japan. Respondents are requested to indicate a 15-day layday window. The contractor will be responsible for providing and delivering cradles, cribbing, blocking, and sea-fastening for ocean transport. Pricing and technical planning will be part of the fixed price. The contract will include terms for independent marine surveyors, cargo gas-free certification, temporary toilet facilities during float-on/float-off operations, and line handlers. A security team may be required in accordance with ATFP requirements of the USCENTCOM AOR. All operations will follow the US Navy Towing Manual.
