The Contra Costa Transportation Authority (CCTA) is seeking an experienced consultant to develop a Model Agreement and Ordinance for a Countywide Micromobility Operations Program. This initiative is a priority in the Countywide Bicycle and Pedestrian Plan, aiming to streamline regulatory frameworks for bikeshare, moped-share, and scooter-share across jurisdictions within Contra Costa County. The consultant will build upon existing policy papers, conduct public engagement with diverse stakeholders, and develop a comprehensive model agreement and ordinance to facilitate consistent and successful micromobility program implementation throughout the county. The scope of work includes aggregating relevant materials, analyzing local and regional information, incorporating best management practices, and ensuring feasibility.
