The California Department of Social Services (CDSS) is issuing this Request for Information (RFI) to gather information from workforce service providers interested in partnering with the state for the CalFresh Employment and Training (E&T) program. This initiative aims to expand services, particularly for Able-Bodied Adults Without Dependents (ABAWDs), in response to changes in federal policies. The CDSS is exploring partnerships with entities that can act as either an intermediary or a direct service provider to offer employment and training services across multiple counties. The program seeks to increase job placement, retention, and wages for CalFresh recipients by providing access to training, skills development, and support services. Potential providers are asked to describe their knowledge of SNAP E&T, their interest in CalFresh E&T partnerships, their experience with participant populations, and their capacity to manage federal funding and compliance. The RFI also includes draft scopes of work for both intermediary and direct service provider models, along with a comprehensive CalFresh E&T Handbook detailing program guidelines, fiscal policies, and reporting requirements.
