The Military Sealift Command (MSC) is conducting market research to identify potential contractors for a consolidated Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This new contract vehicle will encompass comprehensive vessel operations and maintenance (O&M) for the Government-Owned, Contractor-Operated (GOCO) fleet, consolidating approximately 13 existing contracts and over 50 vessels across multiple classes. The anticipated ordering period for this IDIQ is 10 years. The contractor will be responsible for providing all personnel, management, operational and technical support, equipment, tools, and supplies necessary to maintain the assigned vessels to MSC standards. This includes manning vessels with qualified U.S. Contract Mariners (CONMARs), ensuring compliance with U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) rules, and managing all planned and unplanned maintenance, including dry-docking availabilities. The solicitation proposes structuring the IDIQ into distinct contract pools to encourage competition among various firm sizes and specializations, including a Small Business Set-Aside pool, a Full and Open Competition pool for complex platforms, and a pool requiring DP2 certification.
