Administrative Hearing Officers for Ramsey County Citations

Ramsey County is seeking qualified contractors to serve as Administrative Hearing Officers. These officers will conduct hearings for administrative citations issued by various County departments, including Parks & Recreation and Environmental Health. This process decriminalizes citations and utilizes a County administrative appeal process instead of the criminal court system. The County intends to enter into agreements with two or more contractors. These agreements will be cooperative contracts available for use by all County departments. The maximum term for these agreements is five years, with a combined awarded total not to exceed $175,000 across all contracts.
