Southeastern Connecticut Council of Governments (SECOG)
The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals from qualified transit planners or firms to conduct a study of the Southeast Area Transit District (SEAT) local transit service in New London, Connecticut. The study will focus on existing routes (12, 13, 14, 15) and the Smart Ride microtransit service, with consideration for coordination with intermunicipal routes. The selected firm will be responsible for performing an operational and fiscal analysis to evaluate performance, costs, and ridership trends, and to develop fiscally feasible alternatives for fixed route, hybrid, and microtransit service. Recommendations will include proposed routes, headways, timetables, fare structures, and service areas, based on analysis of existing service statistics, demographic data, and stakeholder and public input. The study will also involve public outreach efforts, including surveys, an outreach event, social media engagement, and a public hearing if required by the Federal Transit Administration. The selected firm will provide services in fiscal years 2026 and 2027, with a maximum contract amount not to exceed $50,000. The contract will utilize a lump sum payment method.
