Citywide On-Call Graphic Design, Printing, and Mailing Services

The City of West Sacramento is soliciting Statements of Qualifications from qualified firms to provide on-call graphic design, commercial printing, fulfillment, delivery, and direct mailing services. These services will be used for a variety of public outreach and communication materials, including postcards, flyers, signage, promotional stickers, social media posts, and newsletters, distributed to approximately 18,000 residential and commercial addresses. The scope of work includes print production services for items such as postcards, posters, stickers/decals, tri-fold newsletters, and utility bill inserts, all requiring a minimum of 30% post-consumer recycled content and soy or vegetable-based inks. Graphic design services will encompass layout, design, file preparation, editing, and ensuring accessibility and branding compliance. Mailing and fulfillment services will cover direct mail preparation, including addressing, presorting, inkjetting, and mail handling for postcard campaigns, along with estimated postage costs and local delivery to City Hall. Proposals must detail material specifications, environmental considerations, production turnaround times, delivery information, graphic design capabilities, and project intake processes. The contract term is initially up to 3 years, with the possibility of two additional 1-year extensions, for a total of up to 5 years. The City reserves the right to assign work on an as-needed basis through various methods, including sole source selection, competitive quotes, or qualifications-based selection.
