Elevator Maintenance, Inspections, and Repairs at Hungry Horse Dam

The Bureau of Reclamation is conducting market research to identify contractors capable of performing elevator services, including inspection, maintenance, testing, and minor repairs for three elevators located at the Hungry Horse Field Office in Hungry Horse, Montana. Services must adhere to current industry standards such as ASME A17.1/CSA B44 and ASME A17.3, as well as Reclamation Safety & Health Standards and OSHA regulations. The scope includes detailed preventative maintenance tasks, annual inspections (Category 1 tests), and more comprehensive tests (Category 5 tests) for various elevator components like brakes, motors, and control systems. Minor repairs will be performed on a Time and Materials (T&M) basis, requiring contractor quotes for government review and approval prior to commencement. A critical requirement is an onsite response time of within 48 hours for elevator breakdowns, though contractors are invited to suggest a more reasonable timeframe if this is not feasible. The contract is anticipated to have a one-year base period with four one-year option periods, running from March 1, 2026, through February 28, 2031. Contractors must submit a site-specific Safety Plan and Job Hazard Analysis for government approval before commencing any work.
