Pre-Audit and Accounting Services for City Funds and HTRFA

The City of Williamsburg is soliciting proposals from qualified Certified Public Accounting (CPA) firms experienced with local governments in Virginia to provide pre-audit and accounting services for the City's funds and the Hampton Roads Transportation Accountability Commission (HTRFA) for Fiscal Year 2026. The scope specifically excludes WRHA and other fiduciary funds. Experience with Tyler EERP and DebtBook is preferred but not required. For the City's Funds, the required scope includes preparing FY2026 lease and Subscription-Based Information Technology Arrangements (SBITA) journal entries and updating related financial statement notes using DebtBook. Assistance with implementing GASBS 103 and GASBS 104 is also required, involving recasting impacted sections of the FY2025 ACFR and providing guidance for FY2026, as well as preparing/reviewing relevant sections of the FY2026 ACFR draft. Additionally, the firm will prepare certain statistical tables. Optional services include reviewing the City's deferred Personal Property Tax Relief Act (PPTRA) balance, assisting with pension and OPEB entries and notes, reviewing tax levies and collections, and assisting with the preparation of specific sections of the City's ACFR. For HTRFA, the required scope includes preparing FY2026 lease and SBITA entries and related notes, preparing fair value journal entries, and assisting with the implementation of GASBS 103 and GASBS 104, including capital asset recording and preparation of standalone basic financial statements. Other assistance for the FY2026 external audit may be agreed upon during engagement planning for both entities.
