Slitting, Die-Cutting, and Rewinding Machine

This is a Request for Information (RFI) from the Anniston Army Depot for a Made in USA 3-in-1 Slitting, Die-Cutting, and Rewinding Machine. The machine must be capable of slitting, rotary die-cutting, and rewinding roll materials in a single continuous operation. Key capabilities include handling a web width of 10-26 inches, a minimum slit width of 1/8 inch up to a maximum of 3 inches with 16 preset knife locations, and supporting material thicknesses from 0.8-10 mil. The slitting system can utilize razor, shear, or score knives with an accuracy of +-0.004 inches. The die-cutting system supports rotary dies or magnetic cylinders with a registration accuracy of +-0.006 inches and offers kiss-cut and full-cut capabilities. The rewinding system is a dual-shaft servo-controlled tension rewinder supporting core sizes of 1, 1.5, and 3 inches, with a maximum rewind diameter of 12-20 inches. The machine must feature a PLC touchscreen HMI, a UL-listed electrical panel, OSHA-compliant guarding, and emergency stop functions. Power requirements are 208V/230V/460V, 3-phase, with a total power of 3-7 kW. Deliverables include the machine, operator and maintenance manuals, electrical schematics, a spare knife set, and one magnetic cylinder or solid rotary die. Shipping is FOB Destination to Anniston Army Depot, with vendor-provided installation, commissioning, and a minimum of 4 hours of operator training. A minimum 12-month warranty with U.S.-based technical support and parts availability is required. The government is requesting capability statements, recommended contracting strategies, and input on pricing, transition planning, product specification, and period of performance.
