Youth Substance Use Disorder Residential Treatment Services

The County of Fresno, on behalf of the Department of Behavioral Health (DBH), is requesting proposals from qualified vendors to provide Substance Use Disorder (SUD) Youth Residential Treatment Services. These services will cater to children and youth under 18 years of age and must meet American Society of Addiction Medicine (ASAM) Level 3 criteria, including ASAM Levels 3.1, 3.2, 3.3, and 3.5. The selected vendor will be responsible for providing comprehensive treatment aimed at stabilizing individuals, preparing them for less restrictive environments, and facilitating reintegration into their families and communities. Services will be person-driven, strength-based, and focus on utilizing evidence-based practices. The selected bidder must ensure all programs are licensed by the Department of Healthcare Services (DHCS) or the California Department of Social Services (CDSS), and hold an Alcohol and Other Drug (AOD) certification, Drug Medi-Cal (DMC) certification, and a DHCS Level of Care Designation or ASAM Level of Care Certification. The contract will be for an initial three-year period with two one-year optional renewal periods, beginning July 1, 2026. Funding will be a combination of Medi-Cal, Realignment, and Opioid Settlement Fund dollars.
