Description

The Rhode Island Department of Education (RIDE) is soliciting proposals for vendors specializing in Curriculum-Based Professional Learning (CBPL) for Pre-Kindergarten through Grade 12. This initiative aims to support Local Education Agencies (LEAs) in the effective implementation of high-quality curriculum materials (HQCMs) across mathematics, English Language Arts, and science. Vendors are expected to demonstrate expertise in providing CBPL that aligns with RIDE's High-Quality Professional Learning Guidebook and Rhode Island Professional Learning Standards. Key characteristics of the professional learning include being student-focused, aligned with school/district improvement plans, providing rigorous and relevant content, incorporating active learning, supporting collaboration in job-embedded contexts, using models of effective practice, offering coaching and expert support, providing formative feedback, and being ongoing and sustainable. The professional learning should also embed three key competencies related to HQCM: explaining its contribution to student outcomes, planning instruction using HQCM, and delivering instruction effectively with HQCM. Proposals must include detailed information on staff qualifications, vendor capabilities and past projects with data on impact, client references, and a comprehensive description of professional learning services. This includes the framework, types of professional learning structures (workshops, coaching, learning walks, self-paced learning, collaborative planning), frequency, cost model, maximum participants, delivery methods, target grade levels and content areas, and vendor authorship. Vendors must also describe their methodology for CBPL and how it aligns with RIDE's defined characteristics and competencies. Technical proposals will be evaluated based on staff qualifications, vendor capabilities, professional learning services, and approach/methodology.
