The City of Bisbee, Arizona is soliciting technical and cost proposals from qualified firms to provide comprehensive operation services for the Bisbee Bus program. This rural public transit system, funded in part by the FTA/AZDOT 5311 program, has been in operation since 1998 and currently utilizes a fixed-flex route with deviations system. The scope of work includes managing daily operations, including drivers, dispatching, and maintenance coordination. The contractor will be responsible for ensuring the fleet is maintained, clean, and operational, adhering to all federal and state regulations. The service operates Monday through Friday from 5:54 a.m. to 6:30 p.m. and Saturdays from 9:30 a.m. to 4:00 p.m., with provisions for deviations up to 3/4 mile from the fixed route. Proposals should detail the firm's approach to operations management, safety, scheduling, rider relations, fleet maintenance, data collection, and technology integration. The contract is anticipated to be for a five-year period, with potential for five one-year extensions.
