The Iowa Judicial Branch (IJB) is soliciting proposals for Youth Restorative Justice (YRJ) services in Scott County. This program aims to serve as an alternative to juvenile court involvement for youth referred for serious crimes, such as automobile theft, where an identifiable victim exists. The Restorative Community Conferencing (RCC) program will focus on accountability, repairing harm, community involvement, and skill-building for youth. The selected vendor will be responsible for facilitating Restorative Community Conferences, which involve dialogue between youth, victims, and community members to address the harm caused by offenses. The program will include engaging trained mediators, developing and implementing restorative plans, and monitoring youth progress. Services will be provided in accordance with detailed specifications outlined in the RFP, including requirements for communication confidentiality, background checks for participants, and bi-weekly updates to the Juvenile Court Services (JCS) referral source. The contract is anticipated to begin on July 1, 2026, and will have an initial term of one year, with up to five additional one-year renewal terms at the IJB's discretion. The maximum anticipated annual budget for this contract is $60,000.00.
