Residential Substance Use Disorder Treatment Services

Allegheny County, through its Department of Human Services (DHS) and in partnership with Community Care Behavioral Health (CCBH), is seeking proposals from qualified, licensed providers to deliver high-quality substance use disorder (SUD) treatment services. These services must align with the American Society of Addiction Medicine (ASAM) criteria for Treatment Levels 3.1, 3.5, 3.7, and 3.7WM. The goal is to improve treatment outcomes by contracting with providers who can deliver evidence-based, person-centered residential treatment services, addressing challenges such as early exits from care, inefficient lengths of stay, and low post-discharge engagement. Successful proposers will need to demonstrate how their programs will improve treatment engagement, optimize duration of stay, and strengthen continuity of care across the residential continuum. Providers currently contracted with DHS for these services must submit a proposal to continue contracting.
