Operator Services for Advanced Water Purification Program
City of Tucson Water Department
The City of Tucson, Water Department, is initiating a two-step Request for Proposals (RFP) process to select an Operator for its new Advanced Water Purification Facility (AWPF). This facility is designed to produce 2.5 million gallons per day of potable water, diversifying the city's water resources and addressing supply reliability issues. The Operator will be integrated into the design and construction phases, providing input to the Design-Builder, and will ultimately be responsible for the long-term operation and maintenance of the AWPF. The project aligns with the city's One Water 2100 Plan, aiming to enhance water quality and supply reliability. The Operator's responsibilities will span three phases: Phase 1 involves collaboration during the design and permitting stages; Phase 2 includes participation in commissioning, testing, and startup; and Phase 3 encompasses the long-term operation and maintenance of the facility for an initial term of 15 years, with a potential 5-year extension. The Operator must provide certified staff and ensure compliance with all federal, state, and local regulatory requirements, including those set by the Arizona Department of Environmental Quality (ADEQ) for advanced water purification facilities.
