Description

The Virginia Lottery is seeking a vendor to partner in providing a comprehensive iLottery program and associated services. The primary objectives of this initiative are to maintain the Lottery's status as the top-grossing iLottery program in the United States, achieve continuous annual growth in iLottery sales and profits, and expand the Lottery's market share against other online gaming options through innovative solutions. Additionally, the program aims to drive the acquisition and retention of Lottery players. Key aspects of the system include robust infrastructure, security controls, and data integration capabilities. The system must adhere to recognized frameworks such as ISO/IEC 20000 for IT service management and NIST SP 800-53 & VITA SEC 530 for security controls. It must also support a geographically distributed infrastructure with at least two availability zones and redundant backup systems located within the United States. Security is paramount, with requirements for comprehensive auditing, user access control, and vulnerability management. The system must also ensure data integrity through logging, unique transaction numbers, and checksums, and maintain transaction data for the lifetime of the contract. The iLottery system will encompass various services including game sales (draw and instant games), player account management, responsible gaming features, reporting services, and customer support. It must support a wide range of games, integrate with third-party providers, and offer robust player communication channels via email, SMS, and push notifications. The system should also facilitate promotions, manage loyalty programs, and provide comprehensive reporting and analytics. Accessibility compliance with Virginia/ADA regulations and WCAG 2.1 AA standards is also required.
