Helicopter Services for Wildlife Surveys and Special Projects

The Texas Parks and Wildlife Department (TPWD) is seeking bids for a blanket contract for statewide Desert Bighorn Sheep and Aoudad Sheep aerial surveys. This contract will also include external load work for special projects. Services will be performed on an as-needed basis and will require the contractor to provide all aircraft, pilots, personnel, equipment, and consumables, including fuel. The scope of work includes low-level aerial surveys for Desert Bighorn Sheep and Aoudad Sheep, primarily in the Trans-Pecos region of Texas, with potential for work in the Panhandle region. Aerial gunning services may also be required for the removal of exotic ungulates and other species as part of native species management. Additionally, long-lining (slinging) services will be needed for habitat improvement projects, such as water guzzler construction and maintenance. Contractors must meet minimum qualifications, including at least five years of experience in performing similar helicopter surveys in mountainous terrain and pilots must have a minimum of 1,000 hours of flight time conducting wildlife-oriented work. Aircraft must be turbine helicopters meeting FAA regulations and standards. The contract term is set to begin on the Date of Award and continue through August 31, 2027, with options for up to three additional one-year renewals.
