The Town of Sheridan, Indiana is soliciting proposals from qualified consultants to develop a Comprehensive Plan and a Thoroughfare Plan. These plans will provide guiding principles and recommendations for decision and budget making, focusing on land use, zoning, and infrastructure planning. The project aims to update the town's planning documents to reflect its recent expansion and to preserve its agricultural heritage while allowing for smart development. The scope of work includes background research and analysis of existing conditions, socio-demographic profiles, land use, transportation, and infrastructure. Key planning principles to be addressed include preserving farmland and agrarian culture, supporting downtown revitalization, and developing future land use maps and character definitions for various areas. The Thoroughfare Plan will outline proposed road and pedestrian networks, including right-of-way widths and cost estimates. Deliverables will include draft and final plans in both editable and PDF formats, a web-based version, and GIS files. The Town has budgeted $125,000 for these projects and is also applying for a Community Development Block Grant (CDBG) Planning Grant, which may impose additional strict requirements on content and formatting.
