Description

The City of Pensacola is seeking consulting services on an as-needed, per-task basis to address its stormwater assessment fee structure. The scope of work includes reviewing and updating the existing residential tier structure and the stormwater assessment fee structure, specifically focusing on the ESU square footage and residential tiers. A key component of the services will be the development of new assessment structures utilizing advanced technologies like artificial intelligence to accurately determine impervious square footage per parcel. The consultant will also be responsible for creating the annual stormwater assessment roll for transmission to the Escambia County Tax Collector for collection on the annual property tax bill, and for developing any necessary ordinances or resolutions to implement changes. Ongoing assistance to City staff in maintaining and implementing the fee, including tax roll creation and the development and mailing of required notices, is also required. The goal is to ensure the City's stormwater fee structure is equitable, legally defensible under Florida law, financially sustainable, and aligned with industry best practices.
