Assertive Community Treatment (ACT) Services Letter of Interest

Washington County Behavioral Health Division is requesting Letters of Intent (LOIs) from qualified organizations to provide fidelity Assertive Community Treatment (ACT) services for Washington County residents who are uninsured or underinsured. These services are funded through Washington County General Funds and are intended to supplement an already established provider of ACT services in the county. ACT is an evidence-based practice designed to provide comprehensive treatment and support services to individuals with serious and persistent mental illness who have not responded to traditional outpatient treatment. Services are delivered by a multi-disciplinary team, including a psychiatrist, nurse, and case managers, to help individuals remain in the community. The County intends to contract with one organization, and if multiple LOIs are received, an RFP process will follow. Applicants must hold a valid Oregon Health Authority Certificate of Approval, meet ACT fidelity criteria, and be contracted with a CCO assigned to Washington County by OHA. The contract, if awarded, would be effective from July 1, 2026, through June 30, 2031, with annual renewals contingent on funding and performance.
