Smokeless Tobacco-Free Nicotine Delivery Products

The Commonwealth of Pennsylvania, Department of Corrections is seeking a vendor to provide smokeless, flavored, individually pouched, tobacco-free, nicotine delivery products to Pennsylvania Correctional Industries. All items will be delivered FOB Destination, with the awarded supplier responsible for any shipping or delivery costs. The products must be FDA registered, have a non-metallic casing, be tamper-resistant, and supply nicotine levels of no more than 3 mg/g. Sell-by dates must be at least four months after delivery. Suppliers shall bid only Rogue brand tobacco-free nicotine delivery products. Samples of each product must be submitted prior to bid opening for security review. Awarded suppliers must have a PA Wholesaler Certificate.
