Code Enforcement Staff Augmentation Services

The City of San Bruno is requesting proposals from qualified individuals and/or consultant firms to provide interim staff augmentation services for its Code Enforcement program. This service is needed to ensure continuity of operations during the division's transition back to the Community Development Department, scheduled for July 1, 2026. The scope of services includes providing one managerial Code Enforcement position and two Code Enforcement Officers, along with administrative and case processing support. Consultants will operate under the supervision of the Community Development Director. Additionally, the consultant will assist in the integration of the Code Enforcement Division into the Community Development Department by establishing interim coordination protocols, reporting procedures, tracking systems, equipment requirements, and standard operating procedures. This includes supporting the migration of cases from the RIMS system to Community Development systems, knowledge transfer to City staff, and on-call advisory support. The ideal consultant will have demonstrated experience in code enforcement within California jurisdictions and possess qualified personnel meeting applicable certification and training standards. The selection process will be based on criteria including presentation, completeness, clarity, organization, demonstrated ability and specific experience in code enforcement staff augmentation for California local jurisdictions, prior experience with governmental agencies and community members, strength of communication skills, availability of resources, qualifications of key personnel, professional work examples, a clear cost proposal, and availability to begin work in July 2026.
