155mm Artillery Projectile Load, Assemble, Pack (LAP) Sources Sought

The United States Army Contracting Command-Rock Island (ACC-RI) is conducting market research to identify capable sources for the Load, Assemble, and Pack (LAP) of 155mm High Explosive (HE) M795 and M1128 Artillery Projectiles. The M795 projectile is a steel-forged shell filled with TNT, packed eight per wooden pallet, with potential Government Furnished Material (GFM) including metal parts, rotating bands, lifting plugs, and supplementary charges. The M1128 projectile is an extended-range variant utilizing a base bleed for increased range, filled with IMX-104 and a PBXN-9 supplementary charge, also packed eight per wooden pallet. GFM may include metal parts, explosive fills, and other components, while the base bleed will be Contractor Furnished Material (CFM). Interested sources must demonstrate technical and manufacturing capability to LAP these projectiles, including managing the procurement of TNT or similar materials. Respondents should provide details on facilities, personnel, manufacturing processes, inspection capabilities, existing production capacity (minimum 12,000 M795 and 5,000 M1128 projectiles per month), estimated First Article Testing (FAT) and first production lot lead times, resource sharing, required investments, quality assurance evidence, and company information including CAGE code and company size. Access to Technical Data Packages (TDPs) requires an approved DD Form 2345 from the Joint Certification Program (JCP).
