Open Solicitation for Opioid Addiction Prevention and Treatment Programs

Allegheny County, through its Department of Human Services (DHS), is issuing an open solicitation for programs aimed at preventing or treating opioid addiction. These programs will be funded by the Opioid Settlement Fund (OSF), which is derived from legal settlements against opioid manufacturers and distributors. DHS is seeking a broad range of strategies, including evidence-based practices, to address the opioid epidemic and its related harms. Services may encompass treatment for Opioid Use Disorder (OUD), support for individuals in recovery, harm reduction strategies, and education for first responders. The funding is intended to invest in high-impact solutions and community-based initiatives, with a particular focus on populations disproportionately affected by the opioid crisis. Proposals are accepted on a continuous basis, with review periods occurring quarterly. The anticipated award amount for individual projects ranges from $25,000 to $250,000, though DHS will consider funding requests of any amount. Successful Proposers will be responsible for collecting and sharing data with DHS to measure program success. All proposals must be submitted electronically through the DHS Bonfire Portal. Allegheny County has established goals for Minority, Women, or Disadvantaged Business Enterprise (MWDBE) and Veteran-Owned Small Business (VOSB) participation, and proposers are expected to make a good faith effort to meet these goals or request a waiver.
