Drug, Alcohol, and Behavioral Health Counseling Services for Monroe County Correctional Facility

Monroe County Correctional Facility in Stroudsburg, PA, is soliciting proposals from qualified and licensed providers to deliver comprehensive drug, alcohol, and behavioral health counseling services to its incarcerated population. The facility currently houses approximately 230 individuals, with a capacity of 430, and a significant portion of the population has diagnosed or suspected substance use disorders and co-occurring mental health conditions. The requested services must be evidence-based, trauma-informed, and culturally competent, aiming to reduce substance use disorders, improve mental health outcomes, decrease recidivism, and support successful community reentry.
