The facility currently houses approximately 230 individuals, with a capacity of 430, and a significant portion of the population has diagnosed or suspected substance use disorders and co-occurring mental health conditions. The requested services must be evidence-based, trauma-informed, and culturally competent, aiming to reduce substance use disorders, improve mental health outcomes, decrease recidivism, and support successful community reentry. All services must comply with applicable standards, including those from the American Correctional Association (ACA), the National Commission on Correctional Health Care (NCCHC), Substance Abuse and Mental Health Services Administration (SAMHSA) best practices, and all relevant state licensing and regulatory requirements.
