Springville Creek-Bethany Lake Stream Enhancement Project

Clean Water Services is soliciting proposals for the construction of the Springville Creek-Bethany Lake Stream Enhancement Project. This project requires contractors with demonstrated experience in construction within natural resource areas that have limited access, seasonal time constraints, and a high level of public interaction. Key components of the project include temporary water management and aquatic salvage, instream and bank grading and excavation, stream bank stabilization, large wood habitat structure placement, revegetation, and managing public interaction. Proposals must be submitted electronically via Equity Hub's Bid Locker by 5:00 PM local time on May 15, 2026. No facsimile, mailed, or emailed proposals will be accepted. The District uses a multi-step selection process, starting with an RFP evaluation and potential shortlisting, followed by an optional interview phase. Attendance at the Mandatory Pre-Proposal Meeting on April 27, 2026, at 9:00 AM at 4850 NW Columbia Ave, Portland, OR 97229 is required. This is a public works project subject to Oregon's prevailing wage rate requirements.
