Mead Valley Wellness Village Substance Use Disorder Residential Treatment and Sobering Center Services

Riverside University Health System - Behavioral Health (RUHS-BH) is seeking proposals from qualified non-profit organizations to provide comprehensive behavioral health services at the Mead Valley Wellness Village Substance Use Disorder (SUD) Residential Treatment and Sobering Center. This facility will offer a 40-bed residential program and a 15-bed sobering center, focusing on individuals with substance use disorders and mental health issues who are involved with the criminal justice system. The program aims to provide a continuum of care, including diversion from incarceration, reduction of recidivism, and restorative justice activities, with the facility projected to be operational by January 1, 2027. The services will encompass various levels of care, including ASAM Level 3.5 Clinically Managed High-Intensity Residential Services, ASAM Level 3.2-WM Clinically Managed Residential Withdrawal Management, Medication for Addiction Treatment (MAT), Recovery Services, Care Coordination, and Sobering Center operations. The selected provider will be responsible for operationalizing the facility and ensuring services align with California State Department of Health Care Services (DHCS) guidance and Drug Medi-Cal Organized Delivery System (DMC-ODS) objectives. The target population includes justice-involved adults in Riverside County who could benefit from intensive community-based support as an alternative to incarceration. RUHS-BH will seek one qualified contractor to provide these services, with the bid closing date extended to June 10, 2026.
