Consultant Regional Engineer Services

The Northwest Hills Council of Governments (NHCOG) is seeking to pre-qualify engineering consultants or firms to provide various civil engineering services to its member towns. These services will be on an as-needed basis and may be paid for directly by NHCOG or by the requesting municipality. The goal is to enhance governmental efficiency and reduce costs through shared engineering expertise. Key activities include assisting with the development of a 5-Year Capital Improvement Plan for transportation programs (STP-Rural, TRIP, LOTCIP), preparing funding applications, reviewing municipal applications and design plans, preparing designs and specifications for municipal projects, conducting inspection and administration services, attending meetings with town officials, and advising on stormwater management and other DEEP and EPA mandates. The scope also includes local roadway and bridge design, drainage needs, material testing, subdivision review, dam projects, and sanitary sewer/utility projects. Proposals will be evaluated based on the quality of the proposal, previous experience, qualifications of key personnel, hourly rates, interview results, references, proximity to the region, and any past litigation with government clients. Preference will be given to regional or Connecticut-based firms.
