Automated Biometric Identification System (ABIS) for South Bend Police Department

The City of South Bend, Indiana, Board of Public Works is soliciting proposals for an Automated Biometric Identification System (ABIS). This project entails replacing the Police Department's existing in-house AFIS system with a new cloud-based ABIS. Proposals must include five hard copies and a PDF version on a flash drive. Submissions should be sealed and labeled "Proposal For Automated Biometric Identification System (ABIS): City of South Bend Police Department." Questions regarding proposal conditions must be submitted in writing to the Owner no later than the end of business on May 20th, 2026. The City reserves the right to reject any non-responsive proposals or to accept the RFP deemed to be in the best interest of the City of South Bend.
