The Defense Health Agency (DHA) is issuing a draft Request for Proposal (RFP) for Clinical Reference Laboratory Testing Services. This contract will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year base ordering period and a potential five-year option, totaling ten years. The services will support approximately 200 Military Treatment Facilities (MTFs) worldwide and other government agencies, providing comprehensive reference laboratory support for tests not currently supported in-house by the DoD. This includes low volume, high complexity, high cost, and specialized esoteric testing, many of which are Laboratory Developed Tests (LDTs). The contractor will be responsible for providing all personnel, equipment, supplies, and services necessary to perform these tests. Key requirements include maintaining a Laboratory Information System (LIS) with bidirectional interface capabilities to MHS Genesis, ensuring compliance with CLIA and CAP standards, and adhering to cybersecurity requirements, including CMMC Level 2 compliance. The contract also includes provisions for courier services, customer support, and detailed reporting. The RFP outlines a best-value tradeoff process for award, considering Technical, Performance Risk, Small Business Subcontracting Participation, and Price factors. Offerors must submit proposals in five volumes: Business, Technical, Performance Risk, Small Business Subcontracting, and Price. Specific attention will be paid to the offeror's transition approach, technical requirements, quality control, supply chain management, past performance, and pricing.
