Housing Opportunities for Persons With AIDS (HOPWA) Program Fund Administration

The City of Worcester, Executive Office of Economic Development is soliciting proposals for the administration of Housing Opportunities for Persons With AIDS (HOPWA) Program funds. These funds are intended to assist low and moderate-income individuals diagnosed with HIV/AIDS and their families. The primary goal is to maximize the investment of HOPWA funds in the development of permanent housing and the provision of housing-related services, consistent with the City of Worcester HOPWA Program Guidelines and eligible under HOPWA regulations (24 CFR 574). Approximately $793,198 in HOPWA funds will be awarded over a 1-year period, contingent upon receiving funding through the Commonwealth of Massachusetts. Agreements will be for 12 months and may be extended at the City's discretion, subject to fund availability. The City anticipates securing funds by July 1, 2026.
