Level of Care Staffing Services

The Department of State Hospitals (DSH) is seeking bids for a contractor to provide temporary relief and permanent recruitment efforts for licensed Registered Nurses (RN), Licensed Vocational Nurses (LVN), and Certified Nursing Assistants (CNA). DSH manages the largest inpatient forensic mental health hospital system in the nation and has historically experienced staffing challenges. The contractor will be responsible for providing all necessary personnel, supplies, and equipment to assist medical staff in delivering high-quality care and meeting regulatory standards. The anticipated agreement term is from July 1, 2026, through June 30, 2029. Services are to be provided on an as-needed basis, seven days a week, 24 hours a day. The contractor must adhere to strict minimum qualifications, including proof of legal right to do business in California, five years of recruitment experience for clinical classifications in forensic mental health facilities, and current medical licenses for any physicians providing services.
