Description

This solicitation is for comprehensive Flight Manager (FM) training services for the 618th Air Operations Center (AOC) at Scott Air Force Base, Illinois. The training program aims to produce combat mission-ready FMs who can plan and monitor global airlift missions. Key components include developing, maintaining, and delivering up-to-date training, ensuring mission qualification, and facilitating the successful completion and award of FAA Aircraft Dispatcher certifications. The scope of work involves scheduling, executing, documenting, and maintaining the FM training program. This includes providing training for new hires and existing FMs, coordinating with other vendors for specialized training like FAA certification, and managing training records in accordance with Air Force directives. The contractor will also be responsible for facilitating initial online network access training, initiating requests for computer access and software accounts, and maintaining all training facility workstations in fully functional status. This includes 33 computer workstations for flight management operational planning and execution. The training program covers various aspects, including pipeline training, initial mission qualification training (MQT), upgrade training for specialized roles (e.g., Instructor, Quality Check), periodic training, and just-in-time training for new aircraft or procedures. The contractor will develop and maintain courseware, lesson plans, and electronic training folders, ensuring compliance with all relevant Air Force Manuals, Instructions, and Federal Aviation Regulations. The contractor must also ensure all personnel possess the necessary certifications, expertise, and experience, including aviation experience and an FAA Aircraft Dispatcher Certificate for instructors.
