Program Administration Services for Community Development Block Grants
Hale County Commission
The Hale County Commission is soliciting proposals from qualified firms and individuals interested in providing professional services for the preparation and implementation of Community Development Block Grants (CDBG). Services include preparing grant applications for submission to the Alabama Department of Economic and Community Affairs (ADECA), conducting environmental reviews, preparing documents to remove grant conditions, managing requests for state funds, establishing and maintaining project files, monitoring program progress and compliance with federal and state requirements, assisting with bid and contract documents, and preparing close-out reports. Applicants must submit their qualifications, prior experience with Alabama Community Development Projects, experience with federally funded projects, and previous experience with the Hale County Commission. Proposals should include a lump sum fee for all services. Proposals will be evaluated based on experience with CDBG (30 points), professional qualifications (20 points), community knowledge (20 points), federal project experience (20 points), and cost (10 points). This solicitation is in accordance with 2 CFR 200 and Alabama's modified Common Rule. Funding will be provided by the U.S. Department of Housing and Urban Development CDBG program, and all applicable federal requirements must be met. Minority and women-owned business enterprises, as well as Section 3 persons and businesses, are encouraged to submit proposals. All firms and individuals must be active on sam.gov.
