Description

The Naval Surface Warfare Center, Crane (NSWC Crane) is conducting a market survey to identify companies capable of providing repair services for NH Research (NHR) and National Instruments (NI) test equipment. This RFI/sources sought announcement aims to identify potential vendors for Blanket Purchase Agreements (BPAs) to support the repair of existing NHR/NI equipment. Emerson, which acquired National Instruments, will no longer manufacture or service these devices after December 31st, 2026, creating a need for third-party repair services. NSWC Crane requires repair services for the following equipment: NHR 9300 Cabinets, NHR 9200 Regenerative Cycler (with 4904, 4912, and 4960 modules), NHR 4700 1kW and 3kW programmable resistive loads, NHR 4760 programmable loads, and NHR 4800 regenerative battery cyclers. NSWC Crane has licensed technical data packages available for potential BPA holders. Interested vendors must request these packages via DoD SAFE before submitting a response. Responses should detail the company's technical and manufacturing capabilities, quality certifications, company history, and past performance on government contracts, including delivery, shipping, and warranty information. For NHR 9300 cabinets, repairs must be performed on-site at NSWC Crane due to their size. This requires a thorough understanding of the system, including setup, operation, programming, troubleshooting, repairs, calibration, verification, and documentation. Repair personnel must meet base access requirements, including no felony convictions and possessing two forms of valid ID. For other listed NHR/NI equipment, repairs can be performed at a remote facility. Key requirements for all repairs include power electronics experience, component-level diagnostics, access to schematics and replacement parts, recalibration to original specifications, and NIST traceability for repairs and calibrations. A detailed post-repair report is required for all services.
