Testing Services for Power Plant Equipment

The International Boundary and Water Commission (USIBWC) is soliciting quotes for recurrent contract services to test critical equipment at the Amistad and Falcon Power Plants from FY26 through FY28. The scope of work includes the inspection, cleaning, lubrication, and electrical testing of 138 KV High Voltage Breakers, Hydro Power Generators, and 138 KV Power Transformers to ensure their functionality and reliability. The vendor will be responsible for providing all necessary personnel, supplies, electrical testing equipment, tools, and supervision. The contract includes a base year with a performance period of 240 calendar days after award, and two option years with performance periods of 180 days each. Offerors are encouraged to attend site visits, which must be scheduled by May 8, 2026. Quotes are due by May 15, 2026, via email to angelica.baca@ibwc.gov. This solicitation is a 100% Small Business Set Aside.
