Design-Build Services for Electrification, Resilience, and Modernization Projects
New York DEPARTMENT OF DESIGN AND CONSTRUCTION
The New York City Housing Authority (NYCHA) intends to procure design-build services for electrification, resilience, and comprehensive modernization projects at various housing developments across Queens, Brooklyn, and the Bronx. These projects will address critical infrastructure needs including plumbing and waste replacement, kitchen and bathroom upgrades, replacement of steam energy systems with electric heat and hot water systems using heat pumps, electrical upgrades, flood mitigation strategies, elevator modernization, and abatement of hazardous materials. Resident relocation services will also be provided as needed. NYCHA is seeking integrated design-build teams capable of delivering end-to-end services. The procurement will involve a Request for Qualifications (RFQ) followed by three separate Requests for Proposals (RFPs) for distinct project scopes. The estimated rough order of magnitude for these projects ranges from $20 million to $110 million, with individual project scopes focusing on specific buildings and types of work. All projects are intended to support recovery and resilience against future flooding and improve residents' quality of life, aligning with NYCHA's Comprehensive Modernization framework and IDA Resilience Program, which is funded by Federal, City, and State sources.
